VPLS functionality is not formally supported in either the IOSv or CSR1kv images AFAIK. It is not present in the IOS XRv or NXOSv images. Meaning, that data-plane operations are not supported on either of these images. You may well be able to configure the control-plane elements but the overall functionality is not supported. YMMV.
